Whateverlife.com and Pimpmymyspace.com has some pretty good tutorials. Basically you need to learn your HTML and CSS stuff.
Photoshop and some good web building knowledge are your two key factors.

well you can find many sites with layouts, but if you want to make your own site you must do everything required to make a site and just post layouts with html format on them.
